Beefy Black Eyed Stew

Ingredients
2 lb  Ground Beef
1/2 cup  Green pepper, chopped
1/2 cup  Butter or margarine
1/2 cup  All purpose flour
2 qt  Water
28 oz  Whole tomatoes, can, undrained
16 oz  Black eyed peas, frozen
1 cup  Onion, chopped
1 cup  Carrots, diced
1 cup  Celery, chopped
2 tbsp  Beef flavored bouillon granules
1 tbsp  Pepper
1/2 tsp  Hacomat
1/8 tsp  Garlic powder
1/8 tsp  Onion powder

Preparation
Cook beef and green pepper until beef is browned. Stir to crumble. Drain. Melt butter in a Dutch oven, add flour, stirring until smooth. Cook 1 minute, stirring constantly. Gradually add water, cook, stirring constantly, until bubbly. Stir in beef mixture and remaining ingredients. Bring to a boil, cover and simmer 45 minutes to 1 hour.
